Governs locals i polítiques d’envelliment: una anàlisi dels municipis de la Comunitat de Madrid
Resum
Els governs locals redoblen els seus esforços per oferir a les persones més serveis, que van des de la sanitat i l’atenció a les persones dependents fins al lleure i les activitats culturals. Malgrat que el paradigma de l’envelliment actiu està molt estès, la intensitat del procés d’envelliment i la capacitat i les preferències dels governs locals per fer front a les conseqüències de l’envelliment no es distribueixen de manera uniforme. Aquest estudi explora les diferències en les respostes dels governs locals a l’envelliment a partir d’una enquesta feta al personal funcionari i a les persones amb càrrecs de representació política en municipis de la Comunitat de Madrid amb una població superior a 10.000 habitants entre octubre de 2018 i febrer de 2019. Una exploració descriptiva de les respostes suggereix que existeix una variabilitat en la resposta dels governs locals associada a factors com la concentració de persones grans al municipi i les diferències en els nivells d’ingressos disponibles. En aquells municipis que prioritzen polítiques intensives en recursos (atenció sanitària, programes de prevenció de la pobresa i l’exclusió social), s’observa una concentració més elevada de persones grans i nivells més baixos d’ingressos disponibles. Per contra, els municipis més pròspers tendeixen a centrar-se en polítiques destinades a promoure el lleure i la cultura. Aquesta divergència en les respostes polítiques locals ressalta l’heterogeneïtat dins del paradigma d’envelliment actiu. A més, proporcionen una comprensió més matisada de com aquestes polítiques poden adaptar-se i respondre a les necessitats específiques de cada municipi.
